consequent appointment of Mr. H. H. J. Gompertz, the Senior
Police Magistrate, to act in the post of Puisne Judge.
Subsequently on the 14th. March last the issue was com❤
-plicated by an instruction which the Chief Justice issued
to Mr. A. Seth, the Registrar of the Supreme Court, desir-
-ing all Officers in the Registry to keep an accurate
diary of their daily work with a view, as it subsequently
transpired, to ascertaining whether the Staff of that
Department was adequate to the discharge of its duties or
not. This instruction Mr. Seth, having shewn the minute
and his written reply thereto to the Colonial Secretary,
declined to carry out.

Your Lordship will observe that
with regard to the former issue I have requested the
Colonial Secretary in the case of any changes affecting
the Registry of the Supreme Court, arising from the
absence of Officers on leave and similar causes, to submit
a draft for my signature informing the Chief Justice or
the proposed changes with a view to obtaining an expres-
-sion of His Honour's views before the changes are made:
while, with regard to the latter issue, I have informed
Vr. Seth that, on any future occasion, when he may feel
himself in difficulties regarding any order received from
